The University of Mandalay Open Access Repository (UMOAR) is the institutional open-access repository of the University of Mandalay in Myanmar. Established in 2017, it was among the first open-access repositories created at a Myanmar university, providing global access to the institution's research output.
UMOAR was developed with support from the Electronic Information for Libraries (EIFL) organization through the EIFL eLibrary Myanmar project, a program designed to strengthen academic library services at universities under Myanmar's Ministry of Education. EIFL began working with the University of Mandalay in 2015 to build capacity for open-access publishing. The repository was officially launched on 8 May 2017, at a ceremony attended by the university rector, faculty members, researchers, and EIFL representatives. At launch, the repository featured 163 authors and 134 deposited publications spanning all departments of the university.
UMOAR's initial content drew from PhD theses, research papers from the Mandalay University Research Journal and the Mandalay University of Distance Education Research Journal, faculties' research papers from the national Universities' Research Journal, and selected proceedings from the Weekly Research Seminar. The repository includes peer-reviewed journal articles, research papers, and papers from selected international conferences.
The repository is freely accessible online at http://umoar.mu.edu.mm/. The University of Mandalay has adopted an open-access policy committing to regular deposits and wide dissemination of its research outputs.
