The National Library of Sri Lanka was formally established in 1990 under the National Library and Documentation Services Board, affiliated with the Ministry of Buddhasasana, Religious and Cultural Affairs. The institution serves as the national centre for library and documentation services, providing bibliographic control, reference services, and access to Sri Lanka's published documentary heritage.

It serves as a legal deposit institution, receiving copies of publications produced in Sri Lanka. The collection supports academic, research, and public reference needs.
The National Library holds a significant collection of Sri Lankan periodicals and newspapers, which are available for reference research. These materials document the history of the press and journalism in Sri Lanka from independence onward.
The library is open to the public Monday through Friday, 8:30 am to 4:00 pm. Saturday, Sunday, and public holidays the library is closed. Access is available at the main building on Independence Avenue, Colombo 07.
