Use of DataThe Senate Legislative Digital Resource, known as LEADER (Legislative Digital Resources), is a web-based digital portal operated by the Legislative Reference Bureau of the Senate of the Philippines. The portal provides online access to laws passed by the Philippine Congress, along with related reference materials, legislative histories, and archival records maintained by the Senate's library and archives services.
LEADER is a joint undertaking of the Legislative Library Service and the Legislative Records and Archives Service (LRAS), both operating under the Senate Legislative Reference Bureau. The portal was developed to extend public access to the Senate's collections beyond physical visits, providing digital access to legislative issuances and supporting the research needs of senators, their staff, and the wider public. Legislative records in the collection cover the 8th Congress (1987) to the present.
The portal provides access to Philippine statutory instruments from 1900 to the present, Philippine Reports (1901–1967), Filipiniana books of cultural and historical value printed from 1900, senatorial biodata and legislative accomplishments, theses and dissertations, and ephemeral materials from government agencies. The LRAS (Legislative Records and Archives Service) holds paper and digital records of Senate proceedings including bills, resolutions, committee reports, transcripts of deliberations, and correspondence.
LEADER integrates links to external sources including the Philippine Senate, the Supreme Court E-Library (eSCRA), the Official Gazette, and the Office of the President, combined with the Senate's own holdings for comprehensive legislative histories. Position papers, research materials, and news articles related to legislation are also made available where possible.
The portal is freely accessible online at issuances-library.senate.gov.ph. Users can browse legislative issuances, search for specific laws, and request additional materials through the Senate Library. Researchers may also visit the Senate Library in Pasay City, Metro Manila, for in-person access to special collections not available digitally.
