Biography

Julia Phelps is a communications and marketing executive with a nearly two-decade career at Viacom and its successor companies. A native of Canada, she holds a B.A. in political science from the University of Victoria and a master's degree in strategic communications from Columbia University. Phelps joined Viacom in 2005 from the New York public relations agency DeVries Public Relations, beginning as manager of corporate communications and rising through roles including vice president of corporate communications and senior vice president of corporate communications at Viacom International Media Networks (VIMN), where she led communications for international brands including MTV, Nickelodeon, Comedy Central, and BET. In 2017 she became executive vice president of communications, culture and marketing at Viacom, overseeing initiatives including the company's Spark employee engagement platform. Following Viacom's 2019 merger with CBS Corporation, Phelps was named chief communications and corporate marketing officer of the combined ViacomCBS, later rebranded Paramount Global, where she led communications through the merger integration, the launch of the Paramount+ streaming service, and the company's corporate rebrand. She departed Paramount Global in 2024 and, in September 2025, joined the stakeholder-strategy firm FGS Global as its first chief marketing officer and head of transformation.
