RABSEL is the peer-reviewed academic journal of the Centre for Educational Research and Development (CERD) at Paro College of Education (PCE), a constituent college of the Royal University of Bhutan. The journal is hosted on an Open Journal Systems (OJS) portal and focuses on education, pedagogy, teacher training, and Bhutanese social and cultural development. It is edited by senior faculty at PCE, including its Editor-in-Chief, Dr. Kezang Sherab, an Associate Professor and Dean of Research and Industrial Linkages.
Paro College of Education was established in 1974 as a Teacher Training Centre, formally inaugurated on 4 November 1974. It was restructured and expanded over subsequent decades, becoming a constituent college of the Royal University of Bhutan. The college primarily trains primary school teachers and offers bachelor's, postgraduate diploma, and master's programs in education. It has produced over 10,000 graduates for the Bhutanese education system and launched the country's first distance education program for in-service primary teachers.
The RABSEL OJS archive provides open access to all published volumes of the journal, dating back to its early issues. The journal covers empirical and conceptual research in teacher education, curriculum, educational policy, pedagogy, and the intersection of education with Bhutanese cultural values such as Gross National Happiness (GNH). Each issue includes full-text articles available for free download.
The RABSEL journal portal is freely accessible online at journal.pce.edu.bt. Researchers, educators, and policymakers with an interest in Bhutanese education and South Asian teacher training may browse and download articles at no cost. Submissions are accepted from researchers worldwide, with a focus on Bhutanese educational contexts.
