The Open Government Data Portal (data.go.kr) is the official national open data portal of the Republic of Korea, operated by the National Information Society Agency (NIA) under the Ministry of the Interior and Safety. It provides public access to datasets and open APIs generated by government ministries, agencies, and public institutions throughout the country.
The portal was launched in 2013 following the enactment of the Act on Promotion of the Provision and Use of Public Data (Open Government Data Act, No. 11956). The initiative was championed by the Park Geun-hye administration as a key component of its Government 3.0 initiative, which emphasized government transparency, openness, and data-driven public services. Since its launch, the number of datasets available grew from 5,272 in 2013 to over 102,000 by the mid-2010s. South Korea has consistently ranked first among OECD countries in the Open, Useful and Re-usable Data (OURdata) Index for four consecutive years.
The portal offers datasets and open APIs spanning categories including transportation, environment, health, public administration, economic statistics, foreign exchange, air quality, and urban data. Key datasets include continuous cadastral maps, weather forecasts, and administrative boundary data. The system currently provides access to tens of thousands of datasets in file, open API, and visualized formats.
All data on data.go.kr is freely accessible to citizens and developers. The portal includes a public data request mechanism called Data 1st Street, which allows users to submit requests for datasets not yet publicly released. An Open Data Forum facilitates public-private stakeholder engagement. Developers use the portal's APIs to build mobile applications, web services, and data-driven solutions, with thousands of applications having been created from portal data.
