The KIPPRA Public Policy Repository (PPR) is the open-access digital repository of the Kenya Institute for Public Policy Research and Analysis (KIPPRA), an autonomous government think tank established in 1997 and operational since 1999. The repository serves as a one-stop shop for national and county government policy documents, research papers, and analytical publications produced by KIPPRA.
KIPPRA was established in May 1997 through a Legal Notice and commenced operations in June 1999 under an Act of Parliament. The institution's mandate is to conduct public policy research and analysis to inform government decision-making. The PPR was developed as a dedicated platform to strengthen the research-to-policy linkage by providing an open-access archive of Kenya's national policy documents organised by sector.
The repository houses policy documents including discussion papers, working papers, policy briefs, Kenya Economic Reports, budget strategy papers, county integrated development plans, and legislative documents such as the Kenya Institute for Public Policy Research and Analysis Act. Coverage spans national and county government policy documents across sectors including agriculture, health, education, infrastructure, governance, and social protection.
The PPR is freely accessible online and is intended for use by government officials, researchers, civil society organisations, the private sector, and the general public. Materials are organised by sector for ease of retrieval, and the platform supports both internal and external customers.
