Paul Hilder is a British political strategist and social entrepreneur who founded Datapraxis, a progressive data and strategy consultancy operating across nineteen countries, and served as chief strategist for the Czech Pirate Party in 2025. He co-founded openDemocracy.net in 2000, a website for debate about global politics and culture, and helped launch the global campaigning platform Avaaz.org in 2007, serving as one of its first campaign directors. He co-founded the British campaigning movement 38 Degrees and later co-founded Crowdpac, an open political crowdfunding and information platform, serving as its chief international officer alongside co-founder Steve Hilton. He was director of campaigns for Oxfam beginning in 2010 and vice president of global campaigns at Change.org beginning in 2012, where he led the platform's growth to 80 million users in 20 countries. He stood as a candidate for General Secretary of the UK Labour Party in 2011 and again in 2018. His writing has appeared in The Guardian, openDemocracy, Prospect Magazine, and The New Statesman.
