Use of DataHarkadir (harkadir.armlex.am) is the official e-Justice portal of the Compulsory Enforcement Service of the Ministry of Justice of the Republic of Armenia. It provides digital access to information, services, and procedural tools related to the compulsory enforcement of judicial acts and the auction sale of seized property in Armenia.
The Compulsory Enforcement Service (also referenced as CESA – Compulsory Enforcement Service of Armenia) is a structural unit of the Armenian Ministry of Justice, headquartered in Yerevan at Halabyan Street 41a (Ajapnyak administrative district). It operates Monday through Friday, 09:00–18:00, with a hotline accessible at 8819 and a direct phone at +374-60-713595.
The platform supports the enforcement of court decisions and judicial acts, including: the management of compulsory enforcement proceedings; public access to information about enforcement cases; e-auction services for seized property (hosted at e-request.am); and procedural information for creditors, debtors, and legal practitioners. The platform reflects Armenia's broader commitment to digitalizing the justice sector, as evidenced by the Ministry of Justice's active participation in international forums on e-justice and digital transformation.
The Harkadir portal is accessible at harkadir.armlex.am and provides services in Armenian. The associated compulsory e-auction website is available at e-request.am.
