The Global Biodiversity Information Facility (GBIF) is an international network and open data infrastructure funded by the world's governments and aimed at providing anyone, anywhere, open access to data about all types of life on Earth. Established in 2001 through a Memorandum of Understanding among participating governments, it is coordinated through a Secretariat based in Copenhagen and operates through a network of 68 country participants and 42 organizational associates, each designating a national or regional node to coordinate data-sharing activities within their jurisdictions. GBIF's origins trace to a 1999 recommendation by the Biodiversity Informatics Subgroup of the OECD Megascience Forum. That report concluded that "an international mechanism is needed to make biodiversity data and information accessible worldwide," arguing that such a mechanism could produce economic and social benefits and enable sustainable development through sound scientific evidence. The recommendation was endorsed by science ministers from OECD member states, and in 2001 GBIF was formally established through a Memorandum of Understanding between participating governments.
The rationale was straightforward: natural history museums and research institutions around the world held hundreds of millions of specimen records accumulated over two centuries of collecting — records that were inaccessible to most researchers because they sat in card files, local databases, and institutional repositories with no common standards or shared infrastructure. Digitizing and aggregating those records, and establishing the technical and governance infrastructure to keep them current, would unlock a resource with transformative potential for biodiversity science. Two decades on, the GBIF database is the primary global infrastructure through which that resource is accessed.
The data now indexed in GBIF comes from a much wider range of sources than the museum specimens that motivated its founding: DNA barcodes, environmental DNA sequences, radar migration data, camera trap images, and the vast reservoir of smartphone observations submitted through platforms like iNaturalist and eBird, which are among GBIF's largest data publishers. This expansion from physical specimens to real-time citizen science observations has dramatically increased both the volume and the temporal currency of GBIF's data holdings.
GBIF's data infrastructure is built around common standards, particularly Darwin Core — an internationally recognized framework for structuring and communicating biodiversity data that provides the basis for the bulk of GBIF's occurrence records index. Data publishers share their datasets through GBIF's Integrated Publishing Toolkit (IPT) and related tools, assigning machine-readable Creative Commons licence designations that allow downstream users to understand immediately what uses of the data are permitted. The result is a database that is both interoperable (any dataset can be combined with any other because they share a common schema) and legally transparent (the terms of use are embedded in the data, not buried in separate agreements). GBIF also maintains APIs that allow programmatic access to the full database, and publishes periodic snapshots on cloud platforms including Amazon Web Services for computationally intensive research that requires bulk downloads.
The GBIF Secretariat, located in Copenhagen at Universitetsparken 15, is currently organized into four teams:
Participation and Engagement
Operates the network of Participants and publishers; recruits new members; builds capacity of current members and nodes.
Data Products
Responsible for the quality and scientific value of the integrated data products produced by the GBIF network.
Informatics
Manages data infrastructure, software development, and the overall operation of GBIF's technical systems including GBIF.org and its APIs.
Administration
Maintains both the network's and the Secretariat's underlying operations, financial management, and governance processes.
GBIF is governed by a Governing Board composed of representatives of participating countries and organizations. The Governing Board meets annually to review and approve the Secretariat's work program, which is bounded by a five-year strategic framework. Voting participants pay membership fees that fund the Secretariat's operations; associate participants contribute to the network without voting rights. The Executive Secretary — currently Joe Miller, PhD, who joined GBIF on March 15, 2019, having previously led NSF's international science diplomacy in biology — is responsible for implementing the Governing Board's strategic directions, managing the Secretariat staff, and maintaining the network's financial stability.
GBIF-mediated data is used across a wide range of research and policy applications. It underpins IUCN Red List assessments by providing the species distribution data used to calculate Area of Occupancy and Extent of Occurrence — the primary metrics for threat categorization. It supports national biodiversity reporting under the Convention on Biological Diversity, including National Biodiversity Strategy and Action Plans and reporting against the Kunming-Montreal Global Biodiversity Framework targets. Researchers use it for species distribution modeling, climate impact projection, invasive species tracking, and phylo-geographic analysis. Regulatory agencies use it for environmental impact assessment and protected area designation. The agricultural sector uses it for crop wild relative identification and biosecurity planning.
