The Ethiopian Open Data Portal (data.gov.et) was launched in 2016 as part of a World Bank-supported initiative following an Open Data Readiness Assessment (ODRA) conducted in June 2014. The assessment, commissioned by the then Ministry of Communication and Information Technology (MCIT), found Ethiopia well-positioned to lead open data governance in Africa and produced a roadmap for legal reform, stakeholder coordination, and data dissemination. An MOU was signed between MCIT and the Central Statistics Agency (CSA, now Ethiopian Statistical Service) to govern the portal, with MCIT responsible for the technology and CSA serving as custodian of government data.
At launch, the portal published 29 datasets in open formats covering topics such as employment, population, agriculture, and federal enterprise statistics. The portal provides a central access point for open datasets produced by Ethiopian public administration authorities and institutions. Its stated purpose is to help the public find, download, and use information generated and held by government structures.
The portal has faced significant operational challenges since its launch. A ministerial restructuring in 2018, which merged MCIT with the Ministry of Science and Technology to form the Ministry of Innovation and Technology (MInT), disrupted institutional continuity. Analysts have noted that most public agencies remain reluctant to release datasets without top-level clearance, and that open data champions within government have been lacking. The portal has experienced periods of downtime, though it remains accessible at data.gov.et.
The portal is freely accessible online at www.data.gov.et, offering datasets available for download. Users can also submit requests for new datasets through the portal interface.
