Overview

DataLex (datalex.am) is Armenia's official judicial information portal, providing real-time public access to court case information from all courts of the Armenian judiciary system. It is operated by the Council of Court Chairmen of the Republic of Armenia and is listed as an official tool of the Ministry of Justice of Armenia.

History and Founding

DataLex was developed as part of the Council of Europe project "Strengthening the application of the ECHR and the case-law of the ECtHR," funded by the Danish Ministry of Foreign Affairs and implemented by the Council of Europe between 2013 and 2015. The portal was designed to increase transparency in the Armenian judicial system by making court case information publicly accessible online. An updated version was launched in January 2016, adding more flexible thematic search tools and additional server capacity.

Collections and Holdings

The portal provides access to data on all cases heard at all three levels of the Armenian court system, including civil, criminal, administrative, bankruptcy, and payment order cases. Exceptions include cases heard in private or declared confidential by court order. The system draws data from CAST, the electronic court case management system used by Armenian courts. Case information includes details on the parties, judge assignments, hearing dates, case proceedings, and verdict data.

Access and Usage

DataLex is freely accessible to the public at datalex.am. Users can search by case type, case number, court name, judge name, plaintiff name, defendant name, filing date, matter of litigation, verdict date, and applicable law articles. The portal also includes a similar-case search tool and public information kiosk services. The portal is classified as a state-owned entity in Armenian business registers.
