The Archives Access (A+) Service is the online archives access portal of the National Archives Administration (NAA) of Taiwan, operated under the National Development Council of the Republic of China. The NAA was formally established on 23 November 2001 following passage of the Organic Act of the National Archives Administration. On 21 August 2013 the Organic Act was revised and on 22 January 2014 the NAA was reconstituted as part of the newly formed National Development Council. The Archives Act, which took effect 1 January 2002, provided the legal foundation for centralized archives management in Taiwan.
The Archives Access (A+) Service, accessible at aa.archives.gov.tw, allows users to search the NAA's catalog, view images of archives already open to the public in digital format, and submit applications to access restricted records. Freely available archives—those already released in full-text image format—can be viewed and downloaded at no charge without prior application, provided use is for non-commercial purposes and proper attribution is given. The service is available 24 hours a day.
As of mid-2025, the NAA's physical holdings total over 31,000 linear meters of archives, organized into 25 subject categories including government policy, judicial and legal affairs, political affairs, foreign and overseas community affairs, and cross-strait relations. The NAA holds Republic of China government records from the mainland era prior to 1949, the transition period 1945–1949, and the post-1949 Taiwan period. Political archives—records related to surveillance, prosecution, and control during periods of authoritarian rule—are subject to dedicated access provisions under the Political Archives Act.
Researchers may access archives either by visiting the Archives Access Center (AAC) on the first floor of the NAA building with a valid photo ID, or by using the A+ online platform. Online applicants with a citizen digital certificate may complete the application process and view approved records digitally. Fees apply for duplication services, with multiple payment methods available including in-person, online, postal, and ATM options.
